You don't appear to have Javascript enabled. On this page, the only Javascript used is to indicate when the form has been submitted. If your browser and mail are configured to allow mailto links to work, then a mail composition window popping up will be your indication that everything is working. If you are not configured for mailto and your Javascript is disabled, you will see... nothing.
